In Florida, Arizona and Utah, public school districts now sell classes, sports and career-tech seats to families paying with ESA money. Florida signed up most of its districts. In Arizona, the money is still a rounding error.

A year of one public school class runs about $900 to $1,500. A career-tech program costs more than three times that.

The uncomfortable question

If a public school sells by the class, what is a public school?

Part-time scholarship students aren't counted as enrolled. St. Lucie tracks their grades without counting them for funding or accountability, and Canyons board members worried about liability and special education. Funding formulas, testing and legal duties were built for full-time students.

Educators & district leaders
  • Price at real cost and post the menu. Canyons proposed a $1,000-per-class floor and settled on $1,500 a year.
  • Protect seats for full-time students. St. Lucie monitors rosters and caps part-timers at three courses.
  • Settle liability, attendance and special education rules before the first part-time student arrives.
Policymakers
  • Require program managers to report ESA revenue by district, as Arizona already does by category.
  • Clarify testing, accountability and special education duties for part-time scholarship students.
  • Set fee rules for activities. Arizona debated barring extra fees; Arkansas requires fee parity for dual credit.
